A common solution on the state and city level has been the creation of ethics commissions to oversee some of these areas where politicians have inherent conflicts-of-interest. Ethics commissions have been given influence or outright control over everything from setting compensation to overseeing elections and setting campaign finance rules. Their strange ranges from toothless to having the ability to enforce orders in court. No ethics commission has been given influence over transparency rules and the legislative process.
Members of ethics commissions are usually appointed by politicians, typically the governor and top leaders of each party in the state legislature. This limits their effectiveness as politicians choose people they believe they can trust, often opposed to the goals of the ethics commission.
